What is load-side flexibility for AI data centres?

The ability to shape hyperscaler data-centre electricity draw against grid signals via one of five mechanisms: workload orchestration (M1, e.g. Emerald AI), battery-integrated flexible facility design (M2, e.g. Verrus), BTM dispatchable generation (M3, e.g. Enchanted Rock, Bloom Energy), DER-aggregator platforms extending from residential and commercial DER (M4, e.g. Voltus, CPower, Enel X, Autogrid), or hyperscaler in-house scheduling capabilities (M5, Google carbon-intelligent computing, Microsoft carbon-aware compute).

What is the reclassification premium?

The incremental economic value created when a firm AI-load commitment is contractually converted into firm capacity plus a defined flexibility right, net of the compute opportunity cost of exercising that right and the operational and regulatory costs of delivering it. Formula: RP = grid-services revenue + avoided cost + time-to-power NPV + tariff savings minus compute opportunity cost minus flexibility capex minus operational/SLA cost minus regulatory/contractual friction.

How is load flex different from hall BESS?

Hall BESS captures grid-services revenue via a physical battery asset. Load flex captures it via software and workload orchestration (M1), integrated facility design (M2), BTM generation (M3), or DER aggregation (M4). Both target the same revenue stack; capital intensity, operational complexity and regulatory recognition differ. Load flex has the specific edge on the connection-acceleration value stream, which hall BESS cannot access. The two are complementary at aggregate market level and substitutable at individual site level.

Where does the reclassification premium actually route?

To different actors depending on the specific contract structure at each site. Software platforms (Emerald AI) capture where deep workload integration matters. DER aggregators (Voltus, CPower, Autogrid) capture where channel access and regulatory-compliance depth matter. Hyperscaler in-house (Google, Microsoft) capture where the workload orchestration sits deepest in the compute stack. Utility-owned aggregation captures where the utility gets there first. All four dynamics are live through 2026-2028.

What is the FERC RM26-4 significance for load flex?

FERC's June 2026 RM26-4 large-load interconnection docket explicitly asks whether large loads that agree to be flexible and curtail should move through interconnection studies faster (Commissioner Rosner referenced a possible 60-day target). This is the regulator beginning to treat flexibility as an interconnection attribute rather than solely a grid-services product. It is the strongest 2026 external validation of the reclassification-premium framework.
